PERMANENT (PERSISTENT) COOKIE: Data files that are not deleted even after the browser is closed, and stored in hard drive of the device until a specific date that is determined by the SITE server or until it is manually deleted from the system by the USER. They are usually used to remember preferences of the user or collect data in the long term,
PDPL (KVKK): The Personal Data Protection Law (Law No. 6698),

This policy aims to combine all rules about details of the cookies, which are used in the SITE, and their storage in the device of the USER:
Paying maximum attention to process the personal data of the data subjects in a legal manner and obtaining maximum benefit using minimum data are strict principles of ANKA TOPRAK in accordance with the Personal Data Protection Law (PDPL) and relevant legislation.
In this context, the personal data that is processed by cookies, which are used in the SITE, is minimized and the cookies in addition to the ones, which are necessarily used to have the site function properly, are offered to the USER as an option (OPT-IN).

Cookie Management is an interface, which primarily allows the USER make a preference for the cookies used in the SITE, and software that fulfills requirements of these preferences and stores them.
In the context of the cookie management, the USER is recorded by creating an anonymous consent identity (Consent ID) or a cryptographic summary (hash), which is matched with date, hour, minute, and second of the consent, rather than IP address of the USER in accordance with the principle of the data minimization that is mentioned in the Article 4 of the PDPL.
It is important to verify that the cookie management functions correctly and it meets preferences of the USER.
It is checked that the cookie management, which is present in the SITE or will be used in the future, is not blocked by browsers or advertisement blocking software (Adblock, Ghostery etc.).
In the context of the cookie management, perception management is not used that makes the USER prefer a certain option using certain factors in the interface, such as color, font, and size.
If the USER closes the interface without selecting a certain preference in the cookie management, cookies are not activated and uploaded to the device of the USER, excluding the cookies that are necessary for proper functioning of the SITE.
When the USER visits any page of the SITE for the first time, the USER is informed that the personal data is processed through cookies pursuant to the obligation of information in the Article 10 of the PDPL.
This information process is performed in a multi-layer manner through the cookie management with details mentioned in the Article 4 of this policy.
Accordingly, when the USER visits the SITE over any page of the SITE, the cookie management is shown to the USER in the form of pop-up. In the introduction text, there is general information that the personal data is processed through cookies; principal cookie information document is shown and there will be links that refer users to the cookie policy.
Based on the types of cookies that are mentioned in the Article 3 of this policy, explicit consent of the USER is obtained using the cookie management for the cookies that can be activated only if explicit consent of the USER is obtained.
Considering the explicit consent, the USER is not allowed to visit the site if the cookies that require explicit consent are not accepted by the USER.
In the context of the cookie management, the users are offered three options. These options are as follows:
When the USER selects the “Accept All” option, the cookies that can be used with explicit consent are activated and uploaded to the device of the USER.
Since explicit consent is obtained, the consent declaration of the USER is recorded using the information of date, time, minute, and second, and the anonymous consent ID (Consent ID) that is uniquely produced by the system in order to make the data controller fulfill the obligation of the legal evidence.
When this option is preferred, the USER is not shown the cookie management again for a period of time that is equal to expiry date of the cookie. Only a link or an icon that helps the USER access the cookie management is shown to the USER in all pages.
A USER that gives explicit consent can withdraw the explicit consent at any time over the cookie management. The USER who preferred the “Accept All” option can change cookie preferences and withdraw the explicit consent by clicking the link or the icon of the cookie management that is mentioned in previous paragraph and shown in all pages.
When the USER selects the “Reject All” option, the cookies that require explicit consent will stay in passive status and they are not uploaded to the device of the USER.
Excluding the cookies that require explicit consent, this option does not apply to the cookies that are necessarily used for proper functioning of the site; essential (or mandatory) cookies are always uploaded to the device of the USER.
The USER who prefers the “Reject All” option is always free to change the preference using the cookie management.
When the USER closes the cookie management without any preference in first access to the SITE, it is deemed that the “REJECT ALL” option is preferred.
If the USER will give consent to a part of the cookies, which can be activated with explicit consent, and the rest of them will be rejected, the “Preferences” option is used.
When the “Preferences” option is clicked, the USER is shown the categories of the cookies used in the site and the consent/approval boxes.
These consent/approval boxes are opened in the form of empty boxes; they are regulated as OPT-IN; that is, the consent is approved only if the USER actively gives the consent. The exception is mandatory cookies that are passively shown as consented cookies.
The cookies are activated and uploaded to the device of the USER when the consent (approval) box is clicked by the USER. The cookies are not activated and uploaded to the device of the USER if the Consent Box is not clicked.
A USER that gives explicit consent can withdraw the explicit consent at any time over the cookie management. The USER who clicked the consent box in the PREFERENCES option can change cookie preferences and withdraw the explicit consent by clicking the link or the icon of the cookie management that is shown in all pages.
The information form and explicit consent documents are available for the USER who is the data subject in terms of the use of cookies, and such documents can be easily accessed by USER in the SITE.
The process of informing the USERS is performed in multiple layers, including preliminary information process through the cookie management and presence of a link to the information document in the preliminary information process.
It is deemed that the explicit consents of USERS, who are the data subjects, are obtained over the cookie management when the USER actively gives consent to cookie preferences. In the context of the cookie management, there will be a link to the page of the explicit consent document.
The information document about the use of cookies and the explicit consent forms are recorded using date and version numbers.
The cookies that are used in the SITE are reviewed at quarter intervals or once every three (3) months. If there is any change in comparison with previous review or if a new cookie is used in the SITE, the cookie management as well as information documents and explicit consent forms are updated according to the new condition.
The USER, who is a “data subject” within the scope of the Law, has following rights pursuant to the Article 11 of the Law.
The USER can use above mentioned rights by contacting ANKA TOPRAK over the communication means mentioned in the Article 10 of the Policy.
ANKA TOPRAK shall respond to the USER within 30 days after the request is received.
USERS can notify a request to ANKA TOPRAK in terms of the use of the rights by the “data subject”:
This Cookie Policy, hereby, shall be valid immediately after it is published in the SITE.
ANKA TOPRAK can update the Cookie Policy, whenever it wants, to update the data protection policies and fulfill obligations of relevant legislation.
The amended Cookie Policy is published at the web site of the Company. Amendments in the Cookie Policy shall be put into force when it is published in the SITE.
